WIP Update for PSPUAE Menu UI

With all the hard Work Ric has already put into PSPUAE, he has taken a little break from all the hard coding that has given us the great speed increases and features. He has been working on something FUN (these were Rics words, and I think he is working wonders). Myself and Horace were given a little preview of the new menu system. I have to say, it looks really Awesome,  as items are now grouped in a better order and it makes it look much cleaner.

Also, I know that MrModem has been looking at code to do with sound. Something might happen with this, if the PSPUAE code allows it. NEWS will also be posted on this if it is workable.

This is in answer to dex`s post,

Right the new beta, as well as having this nice new menu system, it also has a limiter for the FPS, but this tries to keep it around 50 FPS. It works quite well, if I find a game running to fast, i normally just drop the frameskip down till its at the right speed, this normal makes it almost perfect. Cant say anymore as we are still testing it.
